Function

Join our team as a Monitoring, Evaluation and Learning (MEL) Officer and help strengthen BIO’s impact management and positive contribution to sustainable development. In this role, you will be key in monitoring the impact of our investment projects, tracking and evaluating BIO’s overall performance, and supporting organisational learning. You will be part of the impact sub-team within the D&S Unit, which manages three core areas: (1) impact assessment, monitoring and evaluation, (2) environmental and social risk management, and (3) technical assistance for BIO’s clients.

The tasks and responsibilities include:

  • Manage impact monitoring at project and portfolio levels - organize client reporting campaigns, clean, integrate and analyse data from multiple sources, structure and maintain impact database and create visualisations and reports;
  • Implement internal evaluation activities – conduct final assessment of investment projects, lead annual review of BIO’s impact performance, and contribute to identify lessons learned and actionable recommendations;
  • Coordinate external evaluation activities – develop ToR, manage consultant selection and supervision, facilitate evaluation activities, ensure quality deliverables, and lead dissemination findings;
  • Manage D&S internal and external reporting - lead annual impact reporting, address reporting requirements to external stakeholders (Belgian Ministry for Development Cooperation, EDFI, OECD, 2X, Greenolo and other sustainability reporting) and address communication needs;
  • Drive organizational learning – Identify, manage and disseminate lessons learned within the organization, draw up impact rationale and stories, facilitate knowledge sharing and support evidence-based decisions;
  • Strengthen MEL capacity - Support D&S sub-teams in the coordination and further integration of assessment and monitoring activities – in general and on transversal topics, contribute to the development and update of tools and templates.

Profile

Education and core experience

  • Master’s degree in International Development, Economics and/or Business Administration, with development/impact focus;
  • 3 years’ professional experience in international cooperation, with demonstrated MEL responsibilities. Experience in Private Sector Development, and/or impact investing is an asset;

Technical expertise

  • Proven MEL knowledge/skills, including with design of monitoring frameworks, evaluation methodologies and/or results management systems. Experience in the management of evaluations is a strong asset;
  • Advanced data management and analysis skills, including proficiency in specialized data management software and visualisation tools. Very good command of MS Excel/VBA/PowerBI and experience with dashboard creation;
  • Demonstrated interest and understanding of BIO’s mission, private sector development or impact investing. Expertise in specific sustainability topics (climate, gender, inclusiveness) is an asset;

Personal skills

  • Proficiency (and written reporting/communication skills) in English, French and/or Dutch. Spanish is an asset;
  • Solid organizational and project management skills with ability to coordinate multiple stakeholders and meet strict deadlines. Strong interpersonal skills and ability to work in and across teams;
  • Rigorous attention to detail and systematic approach to data management, including data quality assurance, automated process, and maintaining data integrity across multiple data sets;
